Financial subsidies: The national policy of exchanging old cars for new ones and local governments work together to activate the market with a multi-level subsidy system

To advance clean heating in rural areas, Gansu Province has implemented a multi-dimensional policy coordination system. In terms of funding, the province allocated approximately 2.343 billion yuan for rural clean energy projects, with 1.3105 billion yuan coming from central government subsidies. Regarding electricity pricing, the flat-rate tariff for residential consumption below 1 kV will be 0.51 yuan per kWh in 2025, dropping to 0.256 yuan during off-peak hours (2:00-4:00 AM and 11:00-17:00 PM). Additionally, the off-peak period for clean heating will be extended to 10 hours daily (7:00-12:00 AM and 19:00-24:00), further reducing electricity costs. For natural gas supply, the government provides price subsidies to both residents and heating companies, with the inverted portion of residential gas prices shared between the government and enterprises at a 7:3 ratio. The first batch of municipal subsidies reached 50 million yuan in 2024. Moreover, the gas price for independent wall-hung boilers during the 2024 heating season was set at 1.98 yuan per cubic meter, which will align with residential rates at 2.22 yuan per cubic meter in 2025. From a cost-benefit perspective, wall-hung boilers achieve 20%-30% energy efficiency, offering greater long-term cost advantages.

Policy dividends: The dual opportunities of the carbon strategy and regional development drive the linkage between internal and external development

Under China's "Dual Carbon" strategy, Gansu Province has prioritized the HVAC industry as a key energy conservation sector during its 14th Five-Year Plan period, setting a target to achieve 30% non-fossil energy consumption by 2025. Through green finance innovations, the province is directing special loans to support centralized heating system upgrades while exploring fiscal interest subsidies and risk compensation mechanisms. Industrial parks like Lanzhou New Area are offering land incentives and tax breaks to attract industrial chain clustering.

Geographical advantages: resources and location cooperate to build an industrial highland

Gansu leads the country in installed capacity of new energy, reaching 64 million kilowatts by the end of 2024, accounting for 64.7% of the total installed power supply, ranking second in China, providing sufficient green electricity for clean heating. Moreover, the province has a long and cold winter, with heating area exceeding 168 million square meters, and there is an urgent need for rural clean heating transformation.

The 2026 Gansu (Lanzhou) HVAC Expo will be held at the Gansu International Convention and Exhibition Center from June 12 to 14,2026.
